Spanish immigration rules specify that all foreign public records must be accompanied by a certified, sworn translation (Traducción Jurada) completed by a translator explicitly registered with Spain's Ministry of Foreign Affairs (MAEC). Crucially, the translation can only be executed *after* the US Apostille is issued, as the wording of the apostille itself must be translated into Spanish.

Federal documents, such as an FBI background record or a federal tax document, are issued by the US government and can exclusively be apostilled by the U.S. Department of State's Office of Authentications in Washington, D.C. Local state authorities (like individual Secretaries of State) only have the jurisdiction to authenticate items generated within their specific state lines, such as local birth certificates or notarized power of attorney forms.
